In 2020, the Victorian Government committed to a fifth tranche of the environmental contribution (EC5). The fifth tranche, which commenced on 1 July 2020, raised $693.9 million over 4-years.
The funds supported the continued delivery of the government’s long-term water plan, Water for Victoria. A number of other strategic policies were developed during EC5, driving delivery priorities, including:
- Water is Life, Traditional Owner Access to Water Roadmap (launched September 2022); this framework balances Traditional Owner self-determination in water access and management with the rights and entitlements of stakeholders
- Central and Gippsland Region Sustainable Water Strategy (launched September 2022); sets the direction to secure the region’s long-term water supplies to protect jobs, farms, ecosystems, communities, and the cultural values of Traditional Owners in the region, and
- Water Cycle Adaptation Action Plan 2022-2026; identifies 21 actions that will help with climate change adaptation across the water cycle system. It is one of 7 plans prepared by the Victorian Government to help ensure Victoria’s climate resilience, now and into the future.
This investment in EC5 initiatives helped ensure that Victoria continues to have a resilient water management framework that provides water to meet the needs and values of all Victorians through:
- a changing climate
- safeguarding the liveability of our cities and towns, and
- supporting economic and social prosperity.

Program evaluations also informed an external, independent review of the overall EC5 program. This overall report highlights a broad range of positive outcomes for Victoria from EC5 investment. You can access the overall reports here.
